In 1935, Everett E. H. Fisher wrote an open letter to those involved in police communications, inviting them to attend the initial meeting of APCO (at that time the Association of Police Communications Officers) on January 21, 1935, in St. Louis, MO. In this document, Fisher outlined his perceived goals for the new organization, stressing the need for a place for such individuals to "exchange ideas".
